Uganda: Museveni Orders Caos to Share Resource Details With MPs, Local Leaders

President Museveni has directed that all communication regarding resources sent to districts must be shared with Members of Parliament and LCV Chairpersons, in a move aimed at strengthening transparency, coordination, and accountability in government programmes.

The directive was issued following the sixth day of the NRM Leaders' Retreat held at the National Leadership Institute in Kyankwanzi, where leaders of the ruling National Resistance Movement (NRM) have been convening to align on key national priorities.

Addressing Members of Parliament, President Museveni instructed Chief Administrative Officers (CAOs) to ensure that information on financial and logistical resources allocated to districts is promptly shared with both legislators and local government leaders. He emphasized that this measure would "reduce duplication, and enhance coordination in the implementation of government programmes such as the Parish Development Model (PDM)."

In a significant policy announcement, Museveni also revealed that government is preparing to roll out a nationwide fish farming programme, with a particular focus on wetlands. He noted that aquaculture requires specialized machinery and technical support, which goes beyond the current Shs 1 million allocation under PDM. As a result, government plans to adopt a more structured and direct approach to ensure the success of the initiative.

On matters of security and infrastructure, Museveni announced plans to establish a military barracks in Bulambuli District near Kween District. He described the project as a long-standing proposal intended to enhance security and stimulate development in the Sebei sub-region.

The President further directed that all idle government land be put to productive use, including the planting of seedlings, as part of broader efforts to boost agricultural output and support wealth creation at the household level.

The directives come amid ongoing concerns about coordination gaps between technocrats and political leaders at the district level, which have at times hindered effective service delivery. President Museveni reiterated the need for leaders to focus on practical, income-generating interventions in sectors such as irrigation, livestock farming, and aquaculture.

Museveni's renewed emphasis on fish farming aligns with government's broader strategy to diversify income sources and maximize the use of natural resources, particularly wetlands, while maintaining environmental sustainability.

The call for improved information sharing between civil servants and elected leaders also reflects longstanding demands within the NRM for stronger integration in monitoring government programmes and ensuring accountability.

The planned establishment of a military barracks in eastern Uganda is part of a wider government strategy to strengthen national security while promoting local economic development through infrastructure expansion and increased state presence.

The Kyankwanzi retreat, a periodic gathering of NRM leaders, continues to focus on economic transformation, governance, and improved service delivery. Earlier sessions addressed key issues including agriculture, the NRM manifesto, and national security.

Among those in attendance were Deputy Speaker Thomas Tayebwa, Prime Minister Robinah Nabbanja, and NRM Secretary General Richard Todwong, alongside members of the Central Executive Committee and senior party officials.
