The Chairman of the Patriotic League of Uganda, Gen Muhoozi Kainerugaba, has incorporated Samuel Nabeeta Mmulowooza into the organisation's structured hierarchy, assigning him the rank of Patriotic Officer (PO) 028 under its newly introduced leadership system.
The designation was part of a third batch of PO numbers released on April 26, 2026, as the organisation continues to formalise its internal structure through a symbolic ranking system that recognises contribution, seniority, and influence.
Nabeeta, who serves as PLU regional coordinator for the Busoga sub-region, is also an executive director at several enterprises, including Debu & Fi Initiatives, Sun Box Solar Uganda Ltd, and Eye Power Engineering, operating across the Great Lakes region.
A long-time mobiliser for the National Resistance Movement, Nabeeta is also recognised as a key founder of the Team Chairman MK Project, which later evolved into PLU. His mobilisation efforts in Eastern Uganda, particularly in Busoga, have positioned him as a significant figure within the organisation.

During the most recent elections, Nabeeta was part of the Busoga sub-regional coordination team credited with delivering 54 percent of the vote in the area, contributing to the re-election of Yoweri Museveni and other NRM leaders.
He has also played a leading role in youth mobilisation initiatives, including organising youth wake-up rallies in collaboration with State Minister for Gender, Labour and Social Development (Children and Youth Affairs), Balaam Barugahara Ateenyi, aimed at promoting mindset change and increasing uptake of government programmes among young people.
PLU officials say Nabeeta's inclusion reflects his longstanding contribution to the organisation's formation and his influence within its ranks.
The latest list of appointees includes several political and public figures such as Lukia Nakadama Isanga (PO 022), Samuel Katugunda (PO 023), Ali Ndawula (PO 024), Francis Adome (PO 025), and retired Major Joseph Kakooza (PO 026). Others include Sam Kajojo (PO 027), Linos Ngompek (PO 029), Zipora Akol (PO 030), Joe Omara (PO 031), Prisca Yoriyori (PO 032), and Jimmy Lwanga (PO 033).
Also assigned were Muhammad Ssentayi (PO 034), Sarah Kiyimba (PO 035), Taban Amin (PO 036), Polly Karamuzi Katwire (PO 037), the late Peter Banura (PO 039), and Shafique Ssebunya (PO 040).
Earlier appointments announced on March 22, 2026, included Frank Tumwebaze (PO 013), Haruna Kasolo Kyeyune (PO 014), Jane Ruth Aceng (PO 015), Joanne Okia (PO 016), Jackson Atima (PO 017), Ojara Mapenduzi (PO 018), Nelson Nshangabasheija (PO 019), and Frank Mwesigye (PO 020).
The structure builds on an initial rollout unveiled on March 20, 2026, which listed founding members including Muhoozi Kainerugaba (PO 001), Andrew Mwenda (PO 002), Michael Nuwagira (PO 003), Edwin Karugire (PO 004), Daudi Kabanda (PO 005), Balaam Barugahara (PO 006), Michael Mawanda (PO 007), Lillian Aber (PO 008), the late Cedric Babu (PO 009), Frank Gashumba (PO 010), Henry Basaliza (PO 011), and Fadil Twala (PO 012).
According to PLU officials, the numbering system is modelled on the historical structure of the National Resistance Army, the guerrilla force that fought in the 1980-85 liberation struggle and later evolved into the NRM government.
Under that system, early participants in the liberation struggle were assigned numbers that became enduring symbols of rank, seniority, and influence within the movement.
The rollout of the ranking system signals PLU's effort to formalise its internal organisation while reinforcing hierarchy and identity among its members, as it continues to expand its presence in Uganda's political landscape.
