Kenya: Lobby Petitions MPs to Release IMF Governance Report

Nairobi — A lobby group has petitioned Parliament to compel the government to release the International Monetary Fund (IMF) Governance and Corruption Diagnostic Report on Kenya, completed last year.

The coalition, operating under the Okoa Uchumi campaign and comprising groups such as Oxfam Kenya and Transparency International Kenya, has written to Moses Wetangula seeking parliamentary intervention.

In the petition, the lobby is asking the National Assembly of Kenya to direct the State to table the full report and make it public within 30 days.

They further want the government to submit a formal response outlining measures it intends to take to address governance and corruption risks identified in the report, including clear timelines and responsible institutions.

"Require the Government to submit to Parliament a formal response outlining the actions it intends to take to address the governance and corruption risks identified in the report," the petition states.

The group also urged Parliament to refer the report to relevant committees, including those responsible for Finance and National Planning, as well as Public Debt and Privatization, for scrutiny and implementation of its recommendations.

Additionally, the lobby is pushing for full public disclosure to enhance transparency, accountability and citizen participation in governance reforms.

The Kenyan government invited the IMF to conduct the diagnostic assessment, a comprehensive review aimed at identifying systemic governance weaknesses, corruption vulnerabilities and institutional gaps affecting public resource management.

An IMF technical team carried out the assessment between June 16 and 30, 2025, engaging government agencies, oversight bodies and civil society organisations.

The review covered key areas including public financial management, procurement systems, tax administration, state-owned enterprises, regulatory institutions and anti-corruption enforcement frameworks.

According to the lobby, the report has since been finalised and handed over to the government but has not been made public, raising concerns over transparency.

"This being a public interest document, it was expected that it would be published and made public as soon as it is finalized. However, this is yet to be done," the group said.
