Uganda: Faridah Nakabugo Appointed Deputy Lord Mayor

Kampala Lord Mayor Ronald Balimwezo has appointed Faridah Nakabugo, the representative for Lubaga II, as Deputy Lord Mayor and Secretary for Administration and Human Resources, placing her at the centre of the city's internal management and staffing operations.

The appointment came as Balimwezo unveiled a new City Executive Committee (CEC), with women taking the majority of top leadership positions in the city cabinet.

Nakabugo, who now assumes a dual role, will be responsible for overseeing administrative coordination and human resource management within the capital's governance structure.

Shamim Nambassa of Kawempe II has been appointed Secretary for Finance, where she will oversee budgeting, revenue planning and fiscal management for the capital city.

Judith Nalukwago, representing Makindye III, has been named Secretary for Social Services, taking charge of health, education and community welfare programmes.

Godfrey Luyombya of Nakawa II completes the committee lineup as Secretary for Civil Works and Physical Planning, where he will oversee infrastructure development, urban planning and city works.

The City Executive Committee, operating under the Kampala Capital City Authority framework, serves as the political and executive arm of the city administration.

It is mandated to initiate policies, oversee implementation of council decisions and supervise service delivery across Kampala.

The committee also plays a central role in preparing and presenting the annual city budget, supporting the Lord Mayor in executing his duties, and formulating development strategies for the capital.

In addition, it monitors sector performance and ensures that council resolutions are implemented by the authority's technical and administrative machinery.
