Nakabugo, who now assumes a dual role, will be responsible for overseeing administrative coordination and human resource management within the capital's governance structure.

The City Executive Committee, operating under the Kampala Capital City Authority framework, serves as the political and executive arm of the city administration.
It is mandated to initiate policies, oversee implementation of council decisions and supervise service delivery across Kampala.
The committee also plays a central role in preparing and presenting the annual city budget, supporting the Lord Mayor in executing his duties, and formulating development strategies for the capital.
In addition, it monitors sector performance and ensures that council resolutions are implemented by the authority's technical and administrative machinery.
