Uganda: ONC Monitoring Highlights PDM Success As Luweero Farmers Expand Businesses

The Office of the National Chairman (ONC) has documented more success stories from beneficiaries of the Parish Development Model (PDM) in Zirobwe Sub County, Luweero District, where an ongoing monitoring exercise found that several households have expanded their businesses, increased agricultural production, and improved their incomes after investing the government grant in productive enterprises.

The assessment was conducted by ONC Luweero Regional Coordinator Wasswa Abdulkarim Tamale to evaluate how beneficiaries are utilizing PDM funds and the impact the programme is having on their livelihoods.

During the monitoring exercise in Buyondo and Kirambula villages, Tamale interacted with beneficiaries who shared firsthand accounts of how the UGX 1 million they received through the government programme had transformed their economic circumstances.

The exercise forms part of ONC's continued efforts to monitor the implementation of PDM, identify success stories, and encourage accountability among beneficiaries while promoting the government's wealth creation agenda.

In Buyondo Village, Bonny Munoobi said the programme had significantly improved the welfare of his family and community. He explained that after receiving UGX 1 million in 2023, he invested in a bull, which he later sold to purchase a dairy cow. The cow now provides milk for both home consumption and commercial sale, creating a steady source of income for his household.

"I thank the government for introducing the Parish Development Model because it has changed our lives. I no longer spend money buying manure for my plantations because I use what I get from my animals, and the income from milk sales has strengthened my family's financial position," Munoobi said.

Another beneficiary from Buyondo Village, Florence Mutonyi, said she initially invested her PDM funds in poultry before shifting to coffee farming after assessing market opportunities. She now owns one acre of coffee that has started yielding, while also cultivating cassava and maize on a larger scale to diversify her income.

Mutonyi said the programme had enabled her to meet essential household expenses, including paying school fees and other family bills. She noted that expanding into different agricultural enterprises had increased her earnings and strengthened her family's financial stability.

In neighbouring Kirambula Village, Charles Okiru described the Parish Development Model as a turning point for his family. After receiving UGX 1 million in 2023, he invested in maize and cassava production before reinvesting part of the proceeds into poultry farming. He currently rears about 500 broiler chickens alongside maintaining his crop gardens.

"The programme has brought happiness to my family because our daily and monthly income has greatly improved. I encourage fellow community members to embrace PDM and invest wisely because it can truly change lives," Okiru said.

Grace Akwi, another beneficiary from Kirambula Village, also credited the programme for improving her household's income. She said she received UGX 1 million in 2022 and invested the money in farming, which generated profits that enabled her to venture into local chicken rearing and other agricultural businesses.

Akwi commended President Yoweri Kaguta Museveni for introducing the Parish Development Model, saying it gives wananchi the freedom to choose enterprises that suit their local conditions and abilities. She urged more Ugandans to embrace commercial agriculture through the programme, arguing that it offers a practical pathway to household wealth creation.

Speaking during the monitoring exercise, ONC Luweero Regional Coordinator Wasswa Abdulkarim Tamale emphasized the importance of prudent investment and proper utilization of PDM funds.

He encouraged beneficiaries to continue reinvesting their profits, diversify their enterprises where possible, and inspire other community members by demonstrating that disciplined investment can deliver lasting economic transformation.

The monitoring exercise highlighted growing evidence that when beneficiaries invest strategically and remain committed to productive enterprises, the Parish Development Model can improve household incomes, strengthen food security, and contribute to the government's broader objective of lifting communities out of subsistence into the money economy.
