Nairobi — Former Cabinet Secretary Eliud Owalo has promised to govern Kenya under a philosophy he calls "Distributist Social Democracy," unveiling a nine-point governance agenda as he launched the People's Prosperity Party (PPP) and formally declared his bid for the presidency.
Owalo said the new political movement seeks to reset Kenya's governance and economic model by ensuring wealth, opportunity and public resources are distributed more equitably, arguing that the country's current development framework has failed to uplift ordinary citizens.
He said the party's ideology combines economic growth with social justice by empowering workers, farmers, fisherfolk, small businesses and other productive sectors to retain a greater share of the wealth they create.
"Our philosophy is Distributist Social Democracy. It is anchored on the belief that prosperity must be broadly shared and that public policy should place citizens, not elites, at the centre of national development," Owalo said during the party's unveiling.

To implement the vision, Owalo unveiled a nine-point governance agenda focusing on economic transformation, food security, universal healthcare, quality education, infrastructure development, environmental sustainability, youth empowerment, constitutional governance and shared prosperity.
Among the flagship proposals are free healthcare in public hospitals, lower taxation through fiscal discipline, digitisation of government services, strengthened anti-corruption measures and expanded support for agriculture, manufacturing and the digital economy.
Owalo said the party's programme is anchored on what he described as a "Third Liberation Agenda," arguing that Kenya now requires transformative leadership capable of tackling inequality, restoring public trust in institutions and creating inclusive economic growth.
The former ICT Cabinet Secretary said his administration would prioritise integrity in public service, judicial independence, stronger oversight institutions, accountable public finance management and protection of constitutional freedoms while restructuring the economy to ensure producers retain more value from their labour.
Launching the People's Prosperity Party, Owalo invited Kenyans to join what he described as a movement aimed at delivering "shared prosperity" through citizen-centred governance ahead of the 2027 General Election.
