Uganda: Two KCCA Enforcement Officers Remanded Over Rape, Cyber Harrasment

The Buganda Road Chief Magistrates Court has remanded two KCCA enforcement officers to Luzira after being charged with rape and cyber harassment .

Ismail Osena, 36, a resident of Salaama Road in Makindye division was on Tuesday afternoon arraigned before grade one magistrate Jalia Basajjabalaba and charged with rape, contrary to section 110 and 111 of the Penal Code Act .

Prosecution alleges that on September, 22, 2026, at ABC2 New View Guest House in Kampala, Osena had unlawful carnal knowledge with the victim without her consent.

The accused was however not allowed to plead since the case is capital in natural and only tried by the High Court.

The same court also charged Julius Mukisa,21, a KCCA enforcement officer with cyber harassment contrary to section 25(1) (2) (a) of the Computer Misuse Act.

The prosecution alleges that between September 23 and 27 at various places, Mukisa used a computer via WhatsApp on telephone number o748910042 to post messages and make requests, suggestions or proposals which were obscene and indecent to the victim.

Mukisa however denied the charges and the state prosecutor, Diane Hope Masawi told court investigations into the matter are still ongoing.

Trial grade one magistrate, Jalia Basajjabalaba remanded both to Luzira until October 19.
