The Ibrahim Index of African Governance, the Mo Ibrahim Foundation's annual report on the state of Africa, is the best index you will find on the state of governance in Africa, writes Richard Dowden in African Arguments. It is, moreover, "an excellent antidote to the sweet dreams of the big consultancies and fleeting visits by economists."
