Is Egypt Hindering the Construction of the Grand Ethiopian Dam?

According to The Ethiopian Herald, Ethiopia's exclusion from the 1929 and 1959 treaties which grant Egypt the lion's share of the water resources from the Blue Nile are "unacceptable" in the modern day since the country contributes 86 per cent of water to the river.
