Concourt Forces South African Speaker's Hand on Secret Ballot

The Constitutional Court has ruled that the Speaker of Parliament Baleka Mbete must make a decision on whether the motion of no confidence against President Jacob Zuma can be made with a secret ballot - a decision that is being hailed by opposition parties as a triumph for democracy.
