Kagame Makes Major Changes in Ministerial, Govt Posts

The changes have seen Vincent Biruta appointed Minister of Foreign Affairs and Cooperation, replacing Richard Sezibera. Former legislator Ignatienne Nyirarukundo will serve as Minister of State of the Ministry of Local Government in charge of Social Affairs, where she replaced Alivera Mukabaramba.
