Peacebuilding is always hard, and even more difficult when violent conflict is spreading. U.S, French and African policymakers are struggling to balance military responses to terrorism across Africa with diplomatic and development approaches. Indications that the Trump administration might withdraw military resources have raised alarm among African and European allies as well as in Washington.
