The sixth Ibrahim Index of African Governance (IIAG) reveals that Madagascar, which experienced civil unrest during the measured period, has shown the greatest decline in Africa between 2000 and 2011. Madagascar’s weak performance was particularly affected by its scores in Safety & Rule of Law and Participation & Human Rights. Madagascar came 10th out of 12 countries in Southern Africa in the 2012 IIAG, and 35th out of 52 overall.
