The Third High Level Forum on Aid Effectiveness will be held in Accra, Ghana, from 2-4 September 2008. The African Development is a lead sponsor of the Accra Forum which will identify challenges and actions needed to overcome them to ensure improvements in aid effectiveness for 2010 and beyond.

In accordance with the Accra High Level Forum Consultation Strategy, the Government of Rwanda, in partnership with the African Development Bank (AfDB) and the Government of Ghana, will host the Accra HLF Africa Region Preparatory Consultation Workshop in Kigali, Rwanda on 28-30 April 2008. The workshop will provide an opportunity for African countries to share their experiences with regard to the Paris Declaration on Aid Effectiveness in preparation for the  Accra High-Level Forum. The workshop in Kigali will be followed by another preparatory meeting of African Ministers to be held at the AfDB Annual General Meetings in Maputo, Mozambique.

Endorsed by more than one hundreds ministers, senior government officials, and heads of development agencies, including the African Development Bank, the Paris Declaration lays out a roadmap designed to improve the quality of aid and its impact on development. It uses 12 indicators to measure improvements in aid effectiveness. Targets to be achieved by the year 2010 have been set for 11 of the indicators.

The Accra Forum will bring together ministers and senior officials, including heads of multilateral institutions and NGOs, from more than 150 countries. More than 800  delegates are expected to attend.

The Accra Action Declaration, to be adopted at the meeting, will be a short and concise document that will outline priority actions for partners and donors to remove key bottlenecks in the implementation of the Paris Declaration.
