Meeting of Stakeholders of the Research Sector On the Community Development Programme (CDP) and the Ecowas Regional Research Policy

Dakar -Senegal — Sixty representatives of universities, research institutes and related institutions are meeting in Dakar, Senegal from 31st August 2010 to develop a mechanism for their involvement in designing regional programmes, particularly those relating to the ECOWAS Community Development Programme (CDP) and Regional Research Programme.

The three-day meeting, which has been convened by the ECOWAS Commission, would enable the participants to take stock of the status of research in these areas in the region and brief them on the progress made in the CDP elaboration process and in the ECOWAS Research Policy. They will also examine the strategies for widening the involvement of research actors in the formulation of this ambitious ECOWAS regional programme and contributing to the Regional Research Policy being formulated by the ECOWAS Commission. The elaboration of the CDP is being undertaken on the basis of subsidiarity, collegiality, and consistency based on regional experience. The elaboration process is participatory, with the inclusion of all the stakeholders in the process, especially the ECOWAS Commission, Community institutions, Member States, national and regional organizations, non-state actors and those development partners operating in the region.

The CDP was developed as part of the process of implementing the Vision 2020 which was adopted by the Heads of State and Government in June 2007. The CDP involves the formulation of a long-term strategy and a consistent programme of action capable of contributing to the realisation of the Vision while pursuing the objective of establishing a framework for programme consistency in the ECOWAS region. The CDP is also intended to contribute to the promotion of innovation, research and development in the region by strengthening and networking research centres and disseminating research findings in such a way as to ensure region-wide applicability. It is envisaged that the Dakar meeting will result in a process for the Interconnection of universities, graduate schools and other higher educational institutions, the elaboration of a system of equivalence of higher education diplomas, and the promotion of innovation and science and technology.
