President Jonathan to Grace the Inaugural Session of Third Legislature of ECOWAS Parliament

Abuja - Nigeria — The Inaugural Session of the Third Legislature of the ECOWAS Parliament opens on Thursday 11th August 2011 at the International Conference Centre, Abuja, with the Chairman of the ECOWAS Authority of Heads of State and Government, and President of the Federal Republic of Nigeria, His Excellency Dr. Goodluck Ebele Jonathan, as the Special Guest of Honour.

Among other expected dignitaries is Nigeria's Senate President, Senator David Mark. The main business of the four-day Inaugural Session is to swear-in new Members, elect a new Speaker and adopt new Standing Orders for the Third Legislature.

Article 13 of the Revised ECOWAS Treaty of 1993 provides for the establishment of the Parliament as one of the Institutions of the Community. Consequently, the Protocol relating to the Parliament was signed on 6th August 1994, and provides for the composition, structure, organs, and competence of Parliament.

The First Legislature of the ECOWAS Parliament was inaugurated in 2000 for a five-year tenure, with Prof. Ali Nouhoum Diallo of Mali as the first Speaker. The Second Legislature followed from 2006 to 2010 with Honourable Mahamane Ousmane of Niger as Speaker.

The Parliament plays an advisory and consultative role, providing advisory opinion to the Authority of Heads of State and Government on issues of regional integration
