The African Ministerial Conference on the Environment (AMCEN) held its fourth special session in Bamako, Mali on 15-16 September 2011 to discuss and consolidate the common African negotiating position on a comprehensive climate change regime beyond 2012.

They also worked to prepare for the Rio+20 Sustainable Development Conference to take place in June 2012. The African Development Bank (AfDB) consulted on its draft report on the Africa Green Fund as mandated by the African Union Summit of July 2011.

The Bank was urged to complete design of the Africa Green Fund ahead of COP17 (UNFCCC's Conference of the Parties) to take place from 28 November to 9 December 2011 in Durban, South Africa. The Bank will also further consult with negotiators on the appropriate linkages of the Africa Green Fund to the financial mechanism of the UNFCCC, including the Green Climate Fund.
