The Mid-Term Review (MTR) of the 13th African Development Fund (ADF-13) will take place from November 11-13, 2015 in Abidjan, Côte d'Ivoire.

The African Development Fund is the concessional window of the African Development Bank (AfDB) Group, which contributes to poverty reduction and economic and social development in low-income African countries. It was established in 1972 and became operational in 1974. The Fund helps to improve the lives of millions of people across Africa through loans and grants to projects and programmes. In 2013, participants agreed on a replenishment amount of USD 7.3 billion for the 2014 to 2016 cycle, of which USD 1 billion would be dedicated to a special facility for states in fragile situations. The replenishment included donor contributions of USD 5.8 billion, representing a slight increase over their contributions for ADF-12 (2011-2013).

The Mid-Term Review is an accountability exercise during which ADF contributors discuss ADF-13 achievements with the African Development Bank Management. The independent evaluation of ADF-12 and -13 commitments and Management's response will also be presented. Discussions will focus primarily on ADF operational priorities as well as development results, the AfDB Group's institutional effectiveness, and progress on the Bank Group's Gender, Fragility and Transition Support agendas. The meeting will also be an opportunity to discuss ADF resource allocation as well as the main findings of the Working Group on Innovative approaches for ADF-14.

The Mid-Term Review will provide an opportunity for participants to visit some of the completed works under the current phase the Gourou Integrated Watershed Management Project - an ADF-funded water and sanitation project in Abidjan, Côte d'Ivoire.

The MTR is a discussion between Bank Management and ADF Deputies. Other attendees will include various observers from the ADF Board and other multilateral organizations as well as AfDB staff. The MTR will also be attended by several Government Ministers from ADF recipient countries (Côte d'Ivoire, Ghana and Malawi), the designated coordinator for ADF-14, Richard Manning, and the Bank's President, Akinwumi Adesina.
