The Independent Development Evaluation (IDEV) lessons learned database, a repository of findings, lessons and recommendations drawn from independent and self-evaluations of the African Development Bank Group (AfDB) has been updated, and is now easily accessible to both internal and external users.
Commonly referred to as the evaluation results database (EVRD), this tool allows the AfDB and its stakeholders to learn from past experiences in designing and implementing current and future projects, programs, policies and strategies.
Overall, the database brings together more than 500 lessons and 1500 recommendations extracted from sector, thematic, corporate, country, impact and project performance evaluations, evaluation syntheses, and other reviews. Users can search for lessons, recommendations and documents using a variety of search parameters like keyword(s), sector, country, theme, date range and type of document, thus enabling them to quickly and easily find what they are looking for. The system stores and makes available evaluative findings, lessons and recommendations in real time, hence helping to promote transparency, monitoring and evaluation, and learning.
The EVRD also seeks to make available high quality and useful evaluative information in order to account for the Bank's investments and other activities, and to improve the effectiveness of the Bank's policies, processes and operations, in line with IDEV's mandate.
This latest iteration of the EVRD, which is being made public for the first time, comes after several months of behind-the-scenes work to ascertain that the quality of the lessons and recommendations are in conformity with international guidelines, particularly those of the Organization for Economic Cooperation and Development's Development Assistance Committee (OECD/DAC). Additional information will be added on a continuous basis as it becomes available.
Who are the direct beneficiaries?
Direct beneficiaries include the AfDB's operations complexes, especially task managers and team leaders of public and private sector projects; staff in the departments of Results and Quality Assurance (ORQR), Procurement and Fiduciary Services (ORPF), Independent Development Evaluation (IDEV) and AfDB field offices; and members of the Board of Directors and their staff. Outside the Bank, the EVRD can be of interest to AfDB member countries' authorities, parliamentarians, civil society organizations, professional evaluators, researchers, and (evaluation departments of) partner organisations like other multilateral development banks, UN organisations, and bilateral donors.
