Development Planning - The ECA Lends Its Support to Côte d'Ivoire

Abidjan (Côte d'Ivoire) — On February 20th in Abidjan, the Ministry of Planning and Development (MPD) of the Republic of Côte d'Ivoire, in collaboration with the Sub-Regional Office for West Africa of the United Nations Economic Commission for Africa (UNECA) will be launching a support project to strengthen development planning in Côte d'Ivoire.

The objective of this initiative, which consists of developing a Guide to the Project Cycle (GPC) and strengthening capacities in project monitoring and evaluation, is to support the renewal of the planning and development function in Côte d'Ivoire.

Project Cycle Management refers to a set of tools for the design and management of projects based on the Logical Framework method of analysis. It takes into account the activity of management and decision-making during the project cycle (including the missions, roles and responsibilities, key documents and decision choices). The support of the ECA will make it possible to assess the use of GPC tools in Côte d'Ivoire and will provide a methodological guide that presents the different stages in the GPC as well as the missions, roles and responsibilities of the actors.

As for the capacity strengthening workshop, it will be held on February 21 to 25, 2017 in Abidjan with the objective of building the technical skills in the monitoring and evaluation of projects for the management staff of the Ministry of Planning and Development and of those Ministries In charge of the design and implementation of development programmes and projects.

It should be remembered that on its independence in 1960, Côte d'Ivoire implemented successive five-year plans up to 1985, followed by structural adjustment plans and poverty reduction strategy plans up to 2012. In order to transform Côte d'Ivoire into an emerging country by 2020, the Government has decided to restore planning to the heart of public action. This willingness was reflected in the development and implementation of the National Development Plan (NDP 2012-2015) and the adoption in December 2015 of the second generation of the NDP for the period of 2016-2020, which is the new framework of reference currently underway.
