The African Development Bank Group has launched the innovative RASME (Remote Appraisal, Supervision, Monitoring, and Evaluation) digital platform in Egypt to transform tracking, monitoring, and evaluation of development projects in country.
RASME, a collaboration of the Bank Group, the World Bank's Geo-Enabling for Monitoring and Supervision initiative, and KoBoToolbox (www.KoBoToolbox.org), provides real-time digital data-gathering tools that create a seamless ecosystem, enabling field teams to capture geotagged media and location data, populating dashboards that give decision-makers immediate insights for responsive project management and improved preparation, reporting, and evaluation.
The launch event was attended by Mr. Abdourahmane Diaw, the Bank Group's Country Manager for Egypt, and Ms. Doaa Oraby, Senior Program Specialist at Egypt's Ministry of Planning, Economic Development, and International Cooperation. It kicked off an intensive four-day training workshop for over 50 participants representing Bank Group staff, and key Egyptian institutions to ensure effective use of the platform.
Ms. Oraby expressed the Egyptian government's appreciation. She said: "We enthusiastically welcome RASME's implementation across all African Development Bank-funded projects in Egypt. This innovative platform will drive unprecedented transparency, efficiency, and data-driven decision-making in our development initiatives."
"RASME represents a technological breakthrough in development work, enabling real-time, comprehensive data collection directly from project sites," said Mr. Diaw. "This launch in partnership with Egypt's government will significantly enhance our ability to monitor progress and deliver measurable impacts for Egyptian citizens."
Deployment of the tool, which has been rolled out in 36 African countries, is a cornerstone of the Bank's Digital Transformation Strategy. The platform currently supports 673 projects, with 318 actively using the system, backed by 1,796 trained users who have submitted more than 55,000 field reports.
By establishing a direct digital connection between government project teams and AfDB specialists, RASME facilitates continuous collaboration and proactive problem-solving. The platform enables teams to identify and address implementation challenges in real time, optimize resource allocation, and enhance development outcomes.
Egypt, a founding member of the African Development Bank, has maintained a strategic partnership with the institution since its inception. The Bank has invested over $8.095 billion across 174 projects in Egypt since 1974. The current portfolio comprises 27 operations valued at $1.932 billion and spanning finance, energy, transport, governance, agriculture, water and sanitation, and social sectors.
