The African Development Institute of the African Development Bank Group will host the second edition of the Public Finance Management Academy for Africa (PFMA) Spotlight on Public Debt Management in Transition States, with the theme, "Strengthening Capacity for Loan Negotiation and Debt Restructuring in Africa's Transition States", from June 30 July 4, 2025, in Accra, Ghana.
The Spotlight series is a knowledge-sharing and capacity development initiative aimed at developing and strengthening the capacity of African Transition States to manage their public finances and debt more prudently.
The inaugural edition took place from June 11 to 12, 2024, in Addis Ababa, Ethiopia, with the theme, "Addressing Emerging Public Debt Management Capacity Challenges in Africa's Transition States."
Participants for the current Spotlight Series will be drawn from Debt Management Offices, Treasuries, Central Banks, Public Audit institutions, Ministries of Justice, Parliaments, civil society organizations, academia, private sector, and other relevant stakeholders, from the 22 African countries classified as Transition States.
The training, which will include a policy dialogue session, deep-dive technical sessions, brainstorming sessions, and breakout sessions, will be delivered in both English and French (through simultaneous interpretation).

Transition States are described as fragile or conflict-affected countries that are in the process of transitioning toward greater stability, institutional resilience, and sustainable development. These countries are typically eligible for targeted support under instruments such as the African Development Bank's Transition Support Facility.
