Africa: Advancing Liberia's Education Policy Through Emis Dialogue and Review

Strengthening data systems for better education planning is at the heart of the upcoming Liberia National Education Management Information System (EMIS) Peer Review and Policy Dialogue, scheduled to take place in Monrovia, Liberia, from 1-5 September 2025.

The event is convened by the African Union Commission, through its Pan African Institute for Education for Development (AU-IPED), in collaboration with the Ministry of Education of Liberia, under the Knowledge and Innovation Exchange (KIX) initiative of the Global Partnership for Education (GPE)- a joint endeavour with Canada's International Development Research Centre (IDRC). The dialogue is organized as part of the KIX Africa 19 Hub knowledge-sharing platform.

The Peer Review will gather EMIS experts from the Ministries of Education in Nigeria, The Gambia, and Sierra Leone, alongside the KIX Africa 19 Hub team from AU-IPED, to assess the current state of Liberia's EMIS.

Discussions will focus on information needs, data challenges, and opportunities in planning, monitoring, and evaluation. Peer reviewers will share experiences and innovations from their respective countries, engage in technical consultations, and jointly analyze Liberia's EMIS strengths and gaps.

This process is expected to strengthen Liberia's EMIS benchmarking against the revised AU norms and standards, foster cross-country learning, and produce an internationally supported set of recommendations to guide Liberia's EMIS strategy and its engagement in the KIX Africa 19 Hub.

Building on the Peer Review findings, the Policy Dialogue will convene Liberia's Ministry of Education, the Liberia Institute of Statistics and Geo-Information Services (LISGIS), development partners, the Local Education Group, civil society organizations, and the KIX Africa 19 Hub team.

Participants will:

  1. Validate and refine Liberia's EMIS self-assessment,
  2. Identify critical gaps and develop context-specific strategies,
  3. Co-develop a realistic and costed National EMIS Action Plan,
  4. Strengthen frameworks for policy, data governance, and institutional coordination.

This collaborative effort, organized under the KIX Data Challenge, will contribute to stronger data-driven decision-making in Liberia's education sector, improved governance of education data systems, and enhanced opportunities for peer learning across GPE partner countries.
