The Pan-African Agency of the Great Green Wall, in collaboration with the African Development Bank Group and the World Food Programme, is due to hold a ministerial session on 18 November 2025, at COP30 in Belém, on the following theme: "Scaling up finance for the Great Green Wall: from climate ambition to integrated action for Land, Nature and People."

The Great Green Wall (GGW) is a transformative African initiative aimed at restoring 100 million hectares of degraded land, sequestering 250 million tons of carbon, and creating 10 million green jobs in 11 Sahelian countries stretching from Senegal in West Africa to Djibouti in East Africa.

It is one of Africa's flagship contributions to the fight against climate change.

In June 2010, African countries established the Pan-African Agency of the Great Green Wall to coordinate actions, monitor achievements, and harness resources for the Great Green Wall. Fifteen years after its launch, millions of hectares have been restored and thousands of jobs created, but significant gaps in financing and capacity remain.

This ministerial event aims to:

  • Enhance the visibility and coherence of the initiative.
  • Share the current state of financing.
  • Identify innovative solutions to bridge the financing gaps.
  • Promote South-South cooperation through the Tropical Forests Forever Facility (TFFF), launched by the Brazilian Presidency of COP30.

The event will:

  • Present the Great Green Wall as a continental and global model for integrated action on climate, biodiversity, and land restoration.
  • Identify innovative financial mechanisms (blended finance, carbon markets, green bonds, adaptation funds).
  • Solicit commitments from governments, development banks, and private investors.
  • Position the Great Green Wall as a flagship contribution to the outcomes of COP30.

In addition to African environment ministers and the Brazilian Presidency of COP30, several senior representatives of international institutions such as the African Union Commission, the United Nations Development Program (UNDP), the African Development Bank Group, the United Nations Environment Programme (UNEP), and the World Food Programme (WFP) will be among the speakers.
