Liberia: CBL Switches On Real-Time Digital Payments

Monrovia, December 17, 2025: The Central Bank of Liberia (CBL) has launched the Inclusive Instant Payments System (IIPS), a transformational real-time digital payments platform designed to accelerate Liberia's transition to a more inclusive digital economy.

The IIPS is a modern, interoperable payment system that enables instant electronic transfers across multiple financial platforms, including mobile money providers, commercial banks, and other financial institutions in Liberia. It is designed to support fast, secure, and cost-effective digital transactions for individuals and businesses nationwide.

The system was deployed with support from key partners: the Mojaloop Foundation, which provided the open-source payment infrastructure; ThitsaWorks, a Singapore-based technology firm; and the AfricaNenda Foundation, which collaborated on implementation and local engagement.

The launch of IIPS marks several major milestones, including full interoperability between mobile money networks. Users can now send money instantly between platforms such as Lone Star Cell MTN and Orange Liberia, something that was previously not possible.

CBL and its partners highlighted several benefits of the new system, including expanded financial inclusion, particularly for rural and underbanked populations that rely heavily on mobile money; reduced reliance on cash through simpler digital payments for everyday transactions; and a modern financial infrastructure capable of supporting commerce, government payments, and future fintech innovation.

The official launch ceremony took place on December 16, 2025, at the Ministerial Complex in Congo Town, Monrovia, and was attended by key financial sector stakeholders. President Joseph Nyumah Boakai, Sr. delivered the keynote address, reaffirming Liberia's commitment to digital financial transformation.

With the launch of the system, the Liberian leader pointed out that Liberia declare to the world that it is ready for digital transformation, adding that "Liberians deserve dignity in their financial transaction."

He noted that the platform will eliminate leakages, foster transparency, and promote inclusive growth across the country and beyond. According to the President, the system opens doors to opportunity and empowers market women to conduct business without fear.

He emphasized that through the inclusive system, government payments will be delivered efficiently, ensuring that the trust system runs to the people. He also praised the CBL and mobile operators for their collaboration.

"I call on all Liberians and business institutions to embrace change," the President said, as he reaffirmed his commitment to the ARREST Agenda for Inclusive Development (AAID).

Executive Governor of the Central Bank of Liberia, Henry F. Saamoi, noted that the rollout of IIPS services will continue beyond the official launch, in close partnership with participating banks and mobile money operators.

Meanwhile, Augustine Kpehe Ngafuan, Minister of Finance and Development described the launch as a major step forward in advancing the national payment switch agenda. He said the system would create efficiency by easing the burden on civil servants while "promoting tax compliance and revenue generation."

Making remarks at the event, Maxwell Dodd, Chief Executive Officer of Orange Money Liberia, said the new system would significantly reduce transaction costs while improving convenience and availability for customers.

Similarly, Abubakari Halidu, Chief Executive Officer of MTN Mobile Money, explained that the platform will provide convenience and security, assuring users that their accounts will be protected. He encouraged the public to make full use of the new payment channel. -Edited by Othello B. Garblah/.
