The Presidential Amnesty Programme (PAP) has distributed 900 laptops to beneficiaries of its scholarship scheme studying in Nigerian universities, marking the third batch of the exercise conducted within the country.
The beneficiary institutions include two partnering universities--Nigeria Maritime University and Admiralty University of Nigeria--and three non-partnering institutions: Dennis Osadebey University, Southern Delta University and the University of Delta. The distribution, which took place on Friday, January 30, 2026, followed the directive of the PAP Administrator, Dr Dennis Brutu Otuaro.
The first batch was conducted in May 2025 with 663 laptops, while the second batch in November 2025 recorded the distribution of 1,857 laptops.
Speaking during the presentation, Dr Otuaro said the initiative demonstrated his unwavering commitment to human capital development in the Niger Delta, noting that education remains a critical driver of personal growth, innovation and sustainable development.

Represented by his Special Assistant on Special Projects, Engr Sokoto Ebikonde Victor, Otuaro said the laptops were meant to equip scholarship students with essential tools for learning, research and academic excellence in a technology-driven era.
"This laptop distribution underscores our strong commitment to the overall academic success of our students. We encourage you to utilise them responsibly to achieve outstanding results and justify your selection for the scholarship scheme," he said.
He urged the beneficiaries to remain focused on their studies, describing the gesture as an investment by the Federal Government in their future and the development of the Niger Delta.
Otuaro also assured that the PAP would continue to implement initiatives supporting education, skills acquisition and youth empowerment in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu.
Many of the beneficiaries described the distribution as timely, saying it would significantly enhance their studies, while pledging to make responsible use of the laptops.
