The African Development Institute of the African Development Bank Group will host the third edition of the Public Finance Management Academy for Africa (PFMA) Spotlight Learning on Public Debt Management in Transition States with the theme, "Strengthening Capacity for Debt Transparency and Accountability in Africa's Transition States", from 28 September - 02 October 2026 in Kigali, Rwanda.
The PFMA Spotlight Learning on Transition States is a key knowledge and capacity development initiative targeted at developing and strengthening the capacity of African Transition States to manage their public finances and debt productively and sustainably.
The inaugural edition took place in June 2024, in Addis Ababa, Ethiopia, under the theme, "Addressing Emerging Public Debt Management Capacity Challenges in Africa's Transition States". A second edition was held in 2025, in Accra, Ghana on the theme.
Participants in the current Spotlight Learning Series will be stakeholders from 22 African Transition States in debt distress, at high risk of debt distress or at moderate risk of debt distress. They include Debt management offices, treasuries, central banks, public audit institutions.
The event will involve policy dialogue, deep-dive technical presentations, peer to peer learning and experience-sharing and breakout group workshop sessions. It will be delivered in both English and French.
