The African Development Bank Group and the Government of Uganda's Ministry of Energy and Mineral Development will convene the 11th edition of the Africa Energy Market Place in Kampala, Uganda from 21 to 22 October 2026, under the theme "From Mission 300 to Vision 2040: Delivering Uganda's Energy Ambition".

The Africa Energy Market Place (AEMP) is the Bank Group's flagship policy dialogue platform for the energy sector. This 11th edition is a stakeholder consultation on the implementation of Uganda's Mission 300 National Energy Compact, which was launched at the Africa Energy Forum in June 2026.

Ministers, representatives of the Uganda Electricity Regulatory Authority, utility chief executives, development partners and private investors will agree on the reforms, the investment pipeline and the sequencing needed to meet the Compact's 2030 targets and advance towards the universal energy access ambition set out in country's national Vision 2040.

Discussions will be structured around five core pillars:

  • Expanding generation, demand-side management and network infrastructure at competitive costs
  • Leveraging the benefits of increased regional integration
  • Embracing distributed renewable energy (DRE) and clean cooking solutions for affordable last-mile access
  • Incentivising private sector participation to unlock additional resources
  • Ensuring financially viable utilities that provide affordable and reliable services

Mission 300 is the joint initiative of the African Development Bank Group and the World Bank Group to connect 300 million Africans to electricity by 2030. In June 2026, the partnership announced that over 50 million people had been connected across 40 countries, at nearly double the pace recorded at launch in 2024.   • Uganda is a regional power hub. Uganda exports clean electricity to Kenya, Tanzania, Rwanda and the Democratic Republic of Congo, and the Uganda national energy Compact targets a threefold increase in firm exports by 2030.
