The Messy State of South Africa's Social Grant Payment System

The government wants to move the social grant payment system away from a private firm whose contract was declared invalid and that expires in March, back to the South African Social Services. In a move that confounded parlimentarians, the agency was planning to, but has since shelved its plan to approach the Constitutional Court to have the invalid contract extended as it is not yet ready to run the payment system itself.
