The African Development Bank's 2020 African Economic Outlook notes that for many of the continent's countries, student expenditure is among the lowest in the world. As a result, the report says, Africa's growth has not been inclusive because of the lack of jobs in high-productivity sectors such as manufacturing. And large sectors of the population are stuck in low-productivity, low-paying jobs in traditional agriculture and informal sectors.
