Award of Public Contracts-the Need to Train African Consultants

The strategic role of public contracts in performance enhancement and development effectiveness was revisited yesterday by a panel of experts.

Reflecting on the theme: "Valorizing Public Funds through Public Contracts", the DRC National Economy Minister and the Round-table Moderator, André Philippe Futa, said that the award of public contracts was "strategic", given that "60-70% of public expenses are made up of contracts." This, he said, was what was enabling governments to carry out quality work at reasonable prices, which makes it "an activity that must require a search for efficiency, effectiveness and responsibility on the part of officials." This activity alone, he said, requires the support of consultants who, at times, cost a lot if the consultants come from abroad. According to the African Section of the International Engineers Federation (GAMM-FIDIC), Mayen Adetiba, Africa needs, in this regard, to build training capacity in this sector. After introducing the theme: "Procurement of Consultant Services: Problems and Challenges Facing the Consulting Industry in Africa", she underscored that it was necessary to build the capacity of consultants through training.
