Forum for Democratic Change leader Kizza Besigye scoffed at summons to appear from the police saying he can not appear before the police to plead his innocence against allegations that he made inciting statements during last weeks' A4C rallies in various parts of the city. Besigye says the police have no constitutional mandate to summon a suspect to provide evidence against themselves. Yesterday the police said they had summoned both Kizza Besigye and Lord Mayor Erias Lukwago for interrogations over inciting remarks they allegedly uttered during the rallies.
