The independent electoral and boundaries commission has moved to forestall a crisis in the voter registration exercise, by declining to award a 3.9 billion - shilling tender for the supply of biometric voter registration kits, to the company, '4g identity solutions' from India. The company had placed the lowest bid for the provision of the highly sensitive equipment and software, required for the electronic registration of an estimated 18 million voters, ahead of the first general election under the new constitution. Acting IEBC Chief Electoral Officer James Oswago confirmed that the commission's tendering and evaluation committees had settled on a Kenyan company; Africa symphony, that had placed the second lowest bid of 3.98 billion shillings, but subject to a due diligence process, that will be undertaken by a different committee to be constituted soon.
