Retired President Daniel Arap Moi has opposed plans to appoint a new Inspector General of Police before the March 2013 General Election. Moi, who celebrated his 88th birthday at his Kabarak home in Nakuru County, said plans to restructure the police force at this moment could pose a serious security challenge to the country.
