President Yoweri Museveni has postponed his address to Parliament which had been scheduled for tomorrow and instead replaced it with an NRM caucus meeting. The meeting is expected to discuss the contentious oil bill which seeks to give the oil minister full authority to regulate the production and exploration of oil in Uganda.
