M23 Rebels Boycott Meeting in DRC

Peace talks between the M23 rebels and the Congolese government hit a stalemate this evening after the rebels boycotted the meeting - arguing that they were obeying instructions from their superiors in the DRC.
The meeting was intended to provide DRC's Foreign Affairs minister an opportunity to respond to allegations made by the rebels yesterday about the marginalization of the Congolese Tutsi in Eastern DRC.
