The chairperson of the South African Human Rights Commission (SAHRC) Lawrence Mushwana says the issue of bucket system is still a major problem in the South African communities.
"Nineteen years into democracy and we still have the bucket system, what is even worse is that this system is prevalent in townships and rural areas where the black and poor live"
