The influx of non-African states in Africa, reaping of the continent's resources, has brought to light the weaknesses present in African states' leadership, which have seen governments allowing the foreigners to gain more from Africa's resources than Africans themselves. These are pointers that arose as a high level panel at the Africa Development Bank's 2013 annual meeting in Morocco discussed if this Africa's hour, given the potential the continent holds.
