Ugandan teachers are on a nationwide strike accusing the government of reneging on a promised pay hike, but the government says they can't afford a pay increase, because its funding priorities are on roads and energy. VOA's Ndimyake Mwakalyelye reports and talks to Byamugisha Moses, a Uganda social activist.
