ACBF Establishes its 28th Policy Unit in Togo With a U.S. $ 2 Million Grant

ACBF supports the Government of Togo in the creation of a policy unit Centre Autonome d'Etudes et de Renforcement des Capacités pour le Développement du Togo (CADERDT).

The African Capacity Building Foundation (ACBF) will on 10 December 2010 sign a USD 2 million Grant for four years, with the Government of Togo in Lome, Togo, for the establishment of the Centre Autonome d'Etudes et de Renforcement des Capacités pour le Développement du Togo (CADERDT). CADERDT becomes the 28th policy unit ACBF has helped create in partnership with national stakeholders in Africa. There are currently 27 policy units in 21 African countries in the ACBF portfolio in Benin, Botswana, Burkina Faso, Burundi, Cameroon, Ethiopia, Eritrea, Ghana, Kenya, Lesotho, Liberia, Malawi, Mali, Mauritania, Namibia, Niger, Senegal, Sao Tome and Principe, Swaziland, Zambia and Zimbabwe.

CADERDT is envisioned to strengthen the national economic policy analysis and management and development programs in Togo. This capacity gap was identified as an immediate priority for the policy unit as Togo has been marked by deterioration in the institutional and human capacity that is needed to manage the development process in the country. For Togo to implement any global development framework, such as the PRSP or MDGs, it requires a critical mass of competent and skilled public sector, an accountable and transparent civil society and a thriving private sector as an engine of growth.

Speaking prior to the signing of the grant, Dr. Frannie Leautier, ACBF Executive Secretary highlighted why the establishment of CADERDT is an important milestone for ACBF and the Government of Togo. "CADERDT is a further reflection of why policy units remain the fulcrum for development processes for Africa. Policy units are not only spaces for innovation and knowledge but provide the base ingredients that are needed to implement development agendas in Africa. CADERDT will provide for Togo the backbone for research, training, knowledge management and policy dialogue. All these resources are in need in Togo to be able to achieve better results, transparency and accountability. Our hope is that the policy unit takes off immediately with a great focus on policy impact. The people of Togo will be the greatest beneficiaries."

CADERDT will focus among others things, on improving economic and social policies to support the implementation of the country's development strategies; improve performance of national institutions in the implementation, monitoring and evaluation of the country's development strategies and reform programs; enhance national ownership of economic policies and programs; and entrench a culture of capacity development in Togo.

The Grant being signed on 10 December 2010 was approved by the ACBF Executive Board at its 41st Regular Meeting in Marseille in 2009.
