A United Nations report leaked to Reuters news agency accuses Rwanda's defence minister of commanding the M23 rebel insurgency in the eastern Democratic Republic of Congo.
The report says while Rwanda coordinated the creation of the rebel movement and its major military operations, Uganda's support was "more subtle." Uganda and Rwanda have denied the report.
Earlier this year, a similar United Nations report prompted Western aid cuts to Rwanda, as well as angry Rwandan denials.
Rwanda's foreign affairs minister has expressed disappointment that the UN Group of Experts on DR Congo continues to engage in what she described as "a determined political campaign to indict" the country.
