Proposed changes to the US Generalized System of Preferences program (GSP) threaten to vitiate key provisions of the African Growth and Opportunity Act (Agoa), a coalition of former U.S. officials and trade experts warn in a letter to key Congressional leaders. The letter calls Agoa "the genuinely bipartisan measure that for the past 20 years has been the cornerstone of US economic engagement with the nations of Africa." Lobbyists for the U.S. apparel industry want Congress to extend to all GSP beneficiaries the duty-free tariff treatment currently designated for Agoa-eligible countries - a move that "would cause gratuitous hardship in a region already reeling from the impact of COVID-19," the letter says.
