Liberia: Getting Rigid?

In connection with the bloody July 26 saga, the Liberia National Police (LNP) has again suspended another senior officer of the police force.

The action resulted from July 28, 2022 mandated to the Professional Standards Department to investigate circumstances that led to the July 26, 2022 street violence that resulted into injuries and property damaged, especially the roles played by officers who were in charge of security on that day and submit findings and recommendations for Administrative actions.

Based on the mandate, the following officers to include: Commissioner Walter B. Wray, Commissioner of Police for Operations (U-105), DCP. John M. Saar-Chief of Public Safety LNP, DCP. Godfred Kollie-Chief of the Formed Police Unit (FPU, DCP. Joshua During-Montserrado Region Commander, DCP. Prince T. Davies -Senior Inspector of Police, ACP. Johnny Z. Dwaryenneh-Chief of Patrol, LNP, CSP. Emmanuel S. Jarwee-Commander Zone 2 and its Depots (Central Monrovia), CIP. Stephen S. Kpakio, and Patrolman George Hilton Swen were subjected to PSD investigation.

Addressing a new conference over the weekend, DCP. Peter K. Gbanyah said it was recommended by the committee that Commissioner Walter B. Wray II (U-105) be released of his post and suspended for three (3) months for his inaction such as receiving information that the CDC-COP was after SUP's protestors and he did not move the FPU to ensure that the two groups should not have met.

His action contravenes Administrative Instructions (AI) on Discipline and Professional Standards Section 6.4 (Category 2 offense) and the LNP Disciplinary Regulations of 2016 Section 8.2 (c) captioned; "Neglect of Duty" which penalty ranges from reduction in rank, to removal and or suspension.

The investigators further recommended that Patrolman George Hilton Swen be suspended for Two (2) months for smiling when someone was being Aggravatedly Assaulted, scrapped naked with blood oozing from said victim's mouth in his plain view and doing nothing to rescue the victim, Christopher Sissulu Sivili.

"DCP. Prince T. Davies, DCP. Joshua During, DCP. John M. Saar, ACP. Jonnny Dwaryenneh, CSP. Emmanuel S. Jarwee, and CIP. Stephen Kpakio be exonerated from all charges due to lack of sufficient evidence to hold them responsible for the incident."

On the issue of the Chief of Press Public Affairs, Police Spokesman, Mr. H. Moses Carter, DCP. Peter K. Gbanyah said the Administration of the LNP has immediately suspended him for a period of Two (2) Weeks off the job effective August 5, 2022 without salary for failure to follow lawful instructions, insubordination and Neglect to complete official duties.

This act contravenes Chapter 3 section 1.13 and 1.21 of the Police Duty Manuel captioned, "Prohibited Conduct" and Section 5.1 (b) and (P) of the LNP Administrative Instructions on Discipline and Professional Standards Captioned " Misconduct" respectively.
