This documentary film presents a project funded by the International Fund for Cultural Diversity (IFCD) and implemented by the Ministry of Arts and Culture in Lome, Togo. Thanks to the 98, 698 USD made available by the IFCD in 2011-2012, the Ministry of Arts and Culture devised a ten-year action plan for the implementation of cultural policies in Togo. Artists and members of the government share their experiences and offer their testimonies. The film highlights how the IFCD's investment in policy development has fostered the emergence of a dynamic cultural sector.
