Tunis — Mali will benefit from a combined loan and grant of 32 million Units of Account (UA*), equivalent to US$ 52 million (FCFA 22 billions) to finance a drinking water supply and sanitation project in the Gao, Koulikoro and Segou regions of the country.
The loan of UA 22 million (US$ 16.2 million) from the African Development Fund (ADF) and grant of UA 22million (US$ 36.65 million) from the trust fund of the Rural Water Supply and Sanitation Initiative approved by the Boards on Wednesday in Tunis, will finance the construction and rehabilitation of water and sanitation infrastructure in the three regions as well as provide institutional support to the project management structures at the national and regional levels.
The objective of the project is to improve drinking water supply and sanitation services in the target areas. The provision of drinking water supply structures will help increase the average access rate to drinking water from 49% to 56% by 2012 for the targeted populations; and the average access rate to sanitation from 5% to 7%. In this way the project would contribute to the improvement of the socioeconomic and health conditions of Malians.
The project is consistent with the strategies of both the government and the Bank Group, particularly with regard to poverty reduction and the provision of social facilities in rural and semi-rural areas. The project will make it possible to directly meet the needs of approximately 442,000 people regarding access to drinking water, about 108,000 people with access to household sanitation, and 16,500 people with access to public sanitation.
The overall cost of the project is estimated at UA 36.39 million (FCFA 25 billion). The ADF will cater for 60.45% of the total project cost) while the grant from the AWF Trust Fund will meet 27.49% of the costs. The Malian government and the beneficiary population will contribute UA 3.89 million (FCFA 2.7 billion) representing 10.69% and UA 0.5 million (FCFA 343 million) or 1.37% of the total costs respectively.
The Bank Group's operation in Mali commenced in 1970. To date, its cumulative commitments in the country stand at US$ 1, 09 Billion (CFA.F 461 billion) in 93 operations.

Procurement of Goods and Works: Rehabilitation of boreholes; catchment wells and tank-wells, public sanitation works will be procured through national competitive bidding using national procedures. New drilling, drinking water supply and provision of DWS and IVWSS will be procured through International competitive bidding using Bank procedures. All goods contracts will be procured through local shopping.
Consultancy: supervision and inspection of the construction of drinking water supply and sanitation systems, for IEC campaigns, studies as well as the audit. These services will be procured on through competitive bidding on the basis of a short list.
