Investment Climate Facility for Africa (ICF) is a charitable organisation which has been set up to improve the business climate in Africa. Its funding comes from a mixture of multi and bilateral financiers and corporate organisations. The operations of the ICF are overseen by a Board of Trustees.   The ICF Headquarters is in the process of being set up in Dar es Salaam, Tanzania. The Chief Executive Officer has been appointed and now wishes to recruit four Directors.

Finance Director (reference ICF/FD)

  • Will report to the CEO and
  • Be responsible for the finance function at ICF including the management of the Trust Funds

Major Duties and Responsibilities

  • Develop and implement policies, procedures and financial management systems dealing with multiple currencies
  • Prepare annual and medium term budgets
  • Prepare monthly management accounts
  • Prepare annual financial statements together with supporting schedules for audit by external auditors
  • Ensure compliance with tax regulations
  • Supervise finance staff within ICF
  • Prepare Board papers relating to financial issues
  • Assist in soliciting and securing funding and liaise with corporate, governmental and multilateral financial institutions

Qualifications, Experience and Skills

  • Graduate from a reputable university
  • Qualified professional accountant and member of a recognised accounting institution
  • At least 5 years' financial management experience in the African continent in a senior position within an organisation ideally with income in excess of US$ 80 million or equivalent
  • Experience of working in the private sector, fund raising, project accounting and reporting, fund management, commercial banking and operating within a commercial environment are highly desired
  • Good interpersonal and communication skills in written and spoken English, and ideally also in French
  • Computer literate, with practical experience of accounting packages

Projects Director (reference ICF/PD)

  • Will report to the CEO and
  • Be responsible for the programme management function at ICF including the identification of projects

Major Duties and Responsibilities

  • Identify and evaluate suitable projects against ICF's Project Selection Criteria, and monitor approved projects
  • Recruit technical assistance to oversee the approved projects
  • Recruit   and supervise consultants to oversee and carry out the approved projects
  • Ensure appropriate programme management policies, procedures and systems are in place, sufficient to meet financial sponsors' reporting requirements
  • Supervise programme management staff within ICF
  • Prepare Board papers relating to project management issues
  • Liaise with corporate, governmental and multilateral financial institutions

Qualifications, Experience and Skills

  • Graduate from a reputable university
  • Professional qualification in business, economics, finance
  • At least 5 years' business development experience in the African continent in a senior position within an organisation ideally with income in excess of US$ 80 million or equivalent
  • Experience of identifying and   implementing a variety of projects using commercial principles and/or within the private sector is highly desired
  • Good interpersonal and communication skills in written and spoken English, and ideally also in French
  • Computer literate

Director, Strategic Knowledge (reference ICF/DSK)

  • Will report to the CEO and
  • Be responsible for the strategic knowledge function at ICF including the measurement of progress against defined indicators

Major Duties and Responsibilities

  • Ensure that best practices within the business and investment climate are made known within ICF as input in determining suitable projects
  • Recruit and supervise consultants to review various aspects of the investment climate in African countries
  • Ensure appropriate procedures, systems and data bases are in place, sufficient to measure and monitor the impact of the programme against defined indicators
  • Supervise strategic management staff within ICF
  • Prepare Board papers relating to strategic knowledge issues
  • Liaise with corporate, governmental and multilateral financial institutions

Qualifications, Experience and Skills

  • Graduate from a reputable university
  • Professional qualification in business, economics, finance, regulation, or law
  • At least 5 years' experience in one or more of the priority areas for ICF covering property rights and contract enforcement, business registration and licensing, taxation and customs, financial   markets, infrastructure facilitation, labour markets and competition, preferably with some experience of these issues in Africa, ideally working in the private sector
  • Good interpersonal and communication skills in written and spoken English, and ideally also in French
  • Computer literate

Director, Legal/Regulatory Affairs (reference ICF/DLRA)

  • Will report to the CEO and
  • Be the legal/company secretary and responsible for the legal and regulatory affairs at ICF

Major Duties and Responsibilities

  • Act as legal/company secretary
  • Ensure that best practices for legal and regulatory affairs within the business and investment climate are made known within ICF as input in determining suitable projects
  • Recruit and supervise consultants to review legal and regulatory aspects of the investment climate in African countries
  • Prepare Board papers relating to legal and regulatory affairs issues
  • Liaise with corporate, governmental and multilateral financial institutions

Qualifications, Experience and Skills

  • Graduate from a reputable university
  • Profession qualification in regulatory economics, regulation, or law, or qualified lawyer
  • At least 5 years' experience in one of more of the priority areas for ICF covering property rights and contract enforcement, business registration and licensing, taxation and customs, financial   markets, infrastructure facilitation, labour markets and competition, preferably with some experience of these issues in Africa
  • Experience of acting as a legal/company secretary, ideally in the private sector
  • Good interpersonal and communication skills in written and spoken English, and ideally also in French
  • Computer literate
