1. DIRECTOR FOR RESEARCH AND EVALUATION

The Ministry of Health and Social Welfare is seeking a suitable qualified and interested candidate for the position of Research and Evaluation Director.

Duties and Responsibilities:

  • Design Research methodologies and instruments
  • Conduct trainings of field research staff
  • Coordinate all field research activities
  • Organize and plan health research activities
  • Work with consultants and Technical Assistants to write research report

  • Evaluate and provide feedback on plans developed by the central Ministry, its Departments, and all programs – including vertical programs
  • Organize Research Task Force
  • Chair and conduct Research Task Force meetings
  • Evaluation of all medical research 

Qualification:

Candidate must have a Master's Degree in any of the social sciences or Public Health. Post-graduate degree in Research or Monitoring and Evaluation is an added advantage. Candidate must have a minimum of 5 years of experience in research and evaluation activities. Candidate must have excellent writing skills and speak fluent English.

2. MONITORING AND EVALUATION COORDINATOR

The Ministry of Health and Social Welfare is seeking a suitable qualified and interested candidate for the position of National Monitoring and Evaluation Coordinator.

3. INFORMATION TECHNOLOGY COORDINATOR

Job Title:                 Information Technology Coordinator

Reporting to:           Deputy Minister for Planning

Salary Range:            Competitive; based on experience

Objective: Create an office of Information Technology that will assist in the implementation of the programmatic requirement of the National Health Policy and Plan. This capacity building activity forms the basis and becomes an integral part of information sharing with the Ministry Central Office and the 15 County Health Team Officers as well as the Ministry's partners and donors.

Job description:

  • Create an IT program for evaluation, selection, implement systems for communications, internet connectivity, document management, and records management; planning, assigning and monitoring work in a major project or team leader capacity.
  • Implement and coordinate Ministry of Health and Social Welfare   nation-wide information technology operation including networks, communications, connectivity, departmental application, and other data processing programs. Develop the requirements, hardware and software systems.
  • Develop consulting project teams, using Ministry of Health Social Welfare department managers and users for document management, records management, and content management systems.
  • Build and lead a team of staff and contracted IT professionals, to plan, assign, monitor and coordinate work and see projects through successful completion and deployment.

Qualification:

Applicant must have a Bachelor of Science (BSc) in Information Technology or related fields. A minimum of 5 years of experience in the following fields is required: establishment of MIS, IT systems and controls, transformation from stand along systems to organizational network systems, preparation and implementation of MIS and IT procedure manuals, electronic information thief prevention and system auditing. Applicant must have formal hardware and software extensive training and should have GIS system development knowledge.

4. HEALTH FINANCING SECRETARIAT COORDINATOR

The Ministry of Health and Social Welfare is advertising for a Senior Health Financing Secretariat Coordinator and Health Financing Secretariat Administrator

Job Title:                              Health Financing Secretariat Coordinator

Base:                                   Ministry of Health & Social Welfare

Reporting to:                        Deputy Minister of Planning, Research and Development

Working hours:                     48 hours/ week total

Blocked working hours:         Monday to Friday 08:00 to 13:00 and 14:00 to 17:00hrs. Saturdays on request.

Term:                                   Five or six months with possible renewal, beginning November 2007

Background:

The Health and Social Welfare Financing Secretariat will act as the focal point at the Ministry of Health and Social Welfare on health and social welfare financing research, policy and planning, with responsibility for coordination of activities and communication to stakeholders. The Secretariat will fall under the office of the Deputy Minister of Planning, Research and Development. The Senior Health Financing Secretariat Coordinator will oversee the Secretariat.

Duties and Responsibilities:

  1. Plan, coordinate and monitor steering committee and technical core team activities, including: Quarterly inter-ministerial steering committee meetings; and Bi-monthly technical core team meetings and workshops
  2. Document policy and plan development process
  3. Coordinate procurement processes of consultants, equipment and supplies
  4. Management of activities of consultants and sub-contractors
  5. Consolidate technical input from technical core team on TORs and reports
  6. Dissemination of interim and final research reports, policies and plans
  7. Draft internal and external activities progress reports and ensure financial reports are produced on time
  8. Draft funding requests and proposals for health financing activities
  9. Coordinate and evaluate health systems research
  10. Develop evaluation tools
  11. Design and appraise health systems research proposals to meet ethical standards

Experience and Skills Required:

  • Masters Degree, in Social Sciences, Public Health, Economics or Management
  • More than 3 years experience in project management
  • Funding and research proposal writing experience
  • Experience managing research and policy development processes a distinct advantage
  • Past experience in conducting research
  • Knowledge of public health sector a distinct advantage
  • Excellent verbal and written communication skills
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint and Access)
  • Highly motivated with ability to work independently and in a team

Job Title:                  Director for Health Information System

Reporting to:           Assistant Minister for Vital and Health Statistics

Duration:                 Four years (4)

Salary Range:            1,000 – 1,500 USD monthly, based on experience

Duties and Responsibilities:

  • Review the current legal , regulatory, and institutional framework on Health Management Information Systems (HMIS), including the WHO Framework (Health Metric Network)
  • Review the current strategy and plans on HMIS
  • Review software of other ministries and countries
  • Establish a computerized reporting system nation-wide
  • Train data managers and county health registrars in data collection and reporting
  • Develop a quarterly reporting and analysis system on data collected from health facilities
  • Chair Health Information Taskforce
  • Organize meetings on Health Information Taskforce

Assessment/Research planning process

  • Design a National HMIS assessment in consultation with external consultant or Technical Assistant and include objectives, methodology, and potential ethical concerns    
  • Develop training modules and research tools for research assistants and supervisors
  • Train the research assistants and supervisors on research and technical issues
  • Supervise the field work
  • Train data entry staff
  • Analyze data/information
  • Write reports including detailed list of findings and recommendations

Qualification:

  • Master's Degree in any of the social sciences or in Public Health, preferably with a research background. Master's in Epidemiology or Biostatistics is an added advantage.
  • Must have more than five years experience in research, data collection and analysis, with good analytical skills.
  • Must have excellent writing skills and speak fluent English
  • Computer literacy is a must, with good experience in statistical software; Excel, Access, EPI-Info, EPI data, etc. 
  • Have experience in the use of GIS (preferred)

6. DIRECTOR FOR HUMAN RESOURCE MANAGEMENT AND DEVELOPMENT

The Ministry of Health and Social Welfare is seeking a suitable qualified and interested candidate for the position of Human Resource Management and Development Director.

Duties and Responsibilities:

  • Use Rapid Assessment results and collect additional information needed to implement the development of the HR components as outlined in the National Health Plan. Work with HR Task Force to develop the Human Resource component of the National Health Plan, consistent with the National Health Policy. Develop the longer term Terms of Reference for the Task Force, including terms for developing a brief paper on organization and location of HR focal Unit.
  • Collaborate closely with Health Services department to determine the human resource forecasting needs to implement Basic Package of Health Services (BPHS), including the delineation of specific functions per category of health worker, at each level in the delivery system.
  • Assist the MOH to clarify roles/functions of existing cadres of health workers, at each level of the delivery system and define in terms of competencies to implement Basic Package of Health Services (BPHS). i.e.:  PA role in health clinic management.
  • Based on the BPHS model, make recommendations for staffing plans (ie; number of health staff) at each level of the health care delivery system to enable implementation of essential health services.
  • Develop recommendations on harmonization of incentives provided by NGOs
  • Set-up a Human Resources database / information system.
  • Collaborate with the Personnel Director in the MOHSW

Qualification:

Candidate must have at least 5 years of experience in HR policy and plan development. A graduate level degree or certificate in Human Resource Management and Development is preferred. Applicant must possess good writing and communication skills, experience in working with Government and NGOs, and possess solid planning skills. Applicant must be computer literate.
