As part of the implementation of its mandate, the AU High Level ad hoc Committee on Libya met in Addis Ababa, on 25 and 26 April 2011, at the ministerial level, in line with the relevant provisions of the Peace and Security Council communique of 10 March 2011.
On 25 April 2011, the ad hoc Committee interacted, respectively, with the representatives of the Libyan Arab Jamahiriya, those of the Transitional National Council (TNC), the representatives of the neighboring countries and AU international partners, including the United Nations , the European Union (EU), the League of Arab States and the Organization of the Islamic Conference (OIC).
In the course of these meetings, the ad hoc Committee updated its interlocutors on AU’s efforts towards the resolution of the crisis in Libya.
During its interaction with the Libyan parties, the representatives of the Libyan Arab Jamahiriya reiterated the Government’s unconditional acceptance of the AU Roadmap. On its part, the TNC thanked the AU for its efforts to address the situation in Libya, and committed itself to study the AU Roadmap more thoroughly.
In the consultation with the neighboring countries and the other countries of the region, concerns were expressed about the interpretation and implementation of UN Security Council resolution 1973 (2011), as well as the spill?over effect of the crisis in Libya and its implications for the long term security and stability of the region.
During the meeting with international partners, the ad hoc Committee provided an update on AU’s efforts and next steps. The partners concurred that only a political solution will make it possible to achieve lasting peace, stability and democracy in Libya, and pledged to work closely with the AU to contribute towards the resolution of the crisis.
On 26 April 2011, the ad hoc Committee met with the members of the Peace and Security Council (PSC), at its 275th meeting, to examine the Report of the Chairperson of the Commission on the activities of the AU High Level ad hoc Committee on Libya. The PSC, in the communiqué adopted at the end of its meeting, reiterated its full support to the ad hoc Committee, and encouraged it to pursue and intensify its efforts.
On 26 April 2011, the ad hoc Committee interacted again, separately, with the delegation of the Libyan Arab Jamahiriya and that of the TNC, and requested them to forward a document outlining their respective positions on the conditions and modalities of the implementation of the elements of the AU Roadmap.
In the next few days, the ad hoc Committee intends to take a number of steps in pursuance of its mandate, including consultations with the Libyan parties and multilateral partners, for the early convening of negotiations on a ceasefire, to be monitored by a credible and effective international mechanism, and on the other aspects of the Libyan crisis, in particular the necessary reforms to address the causes of the current situation; continued interaction with all concerned parties on the AU Roadmap and the scrupulous implementation of UN Security Council resolutions 1970 (2011) and 1973 (2011), to the letter and spirit; as well as consultations with AU partners to mobilize their support and harmonize their respective actions for a political solution to the crisis.
