Is South Africa's Land Reform Process Going to Exclude Judges?

South Africa's ruling African National Congress appears to want a major change to the proposed expropriation without compensation process by removing judges from the equation. Ministerial powers on various land matters are already expansive and the country is working towards the end of March 2020 as the deadline for adopting what would be the 18th amendment to the country's constitution.
