South African Finance Minister Tables Grim Emergency Budget

South African Finance Minister Tito Mboweni has tabled an emergency COVID-19 Budget, officially the country's first Special Adjustment Budget. The Daily Maverick's Marianne Merten writes that the minister pulled out the stops to ram home his message - South Africa must act now to ensure bankruptcy is staved off, and deal with a debt that will hit U.S.$229 million (R4-trillion) in 2020.
